OBJECTIVE
The ILO, through this implementation agreement, seeks to engage a highly qualified research entity to implement a detailed study on labour market performance in Iraq's public sector to accommodate the requested support from Iraqi Ministry of planning (MOP). The main objective of the study is improving performance and ensuring optimal utilization of human resources in Iraq’s public sector on the macro and micro levels. The study will involve a thorough assessment of performance across key sectors in several selected governorates, providing both quantitative and qualitative insights. It will identify the main challenges affecting public sector efficiency. The study will also explore best practices and develop actionable recommendations aimed at improving performance, optimizing resource utilization, and enhancing overall service delivery. Additionally, the findings will provide a foundation for evidencebased policymaking and support efforts to strengthen institutional frameworks for sustainable public sector reform in Iraq.
