On March 1, Iraqi Council of Representatives adopted the Law on Support to Yazidi Women Survivors (Survivors Law). This law represents a watershed moment in Iraqi efforts to address the legacy of ISIL crimes against Yazidis and victims from other minorities, through transitional justice framework as it officially recognizes acts of genocide against Yazidi and other communities, and it provides access to variety of reparation rights and benefits provides for individual survivors of conflict related sexual violence (CRSV), such as compensation, health care, mental support, support in employment, etc.
The Directorate for Female Yazidi Survivors Affairs (Directorate), the main implementing body for this legislation is established under the federal Ministry of Labor and Social Affairs (MOLSA) and it will be located in Mosul, with branch offices in areas where survivors reside. The Directorate is headed by the Directorate General from Yazidi community. If reparations are to be discharged in a timely and effective manner, and in line with victims’ centered principle, the Directorate and other relevant actors (civil society organizations, survivors’ networks and grass root activists) and will need to raise awareness, inform and proactively engage with survivors and their communities in order to encourage and facilitate access of all survivors to the Survivors Law benefits.
Since 2019, IOM Iraq (Peacebuilding and Stabilization Division) has been supporting institutions and civil society in the development of a reparation’s framework for CRSV survivors in Iraq. After adoption of the Survivors Law, the technical support has entered a new phase focused on strengthening capacity of the relevant institutions to implement a reparations program in line with best practices and international standards for state reparation programs; expanding participation of civil society and survivors in the implementation and monitoring of the reparation process; and enhancing survivors’ access to reparation benefits as well as their meaningful participation in the process of implementation.
Under the general guidance of the Senior Programme Coordinator (Peace Bldg&Stabl), the overall supervision of the Reparations Officer and the direct supervision of the Senior Programme Assistant for Awareness Raising and Capacity Building, the successful candidate will perform the following duties., the successful candidate will be responsible for the coordination and implementation of activities regarding capacity building to the Directorate raising awareness on the Survivors Law among survivors of CRSV, affected communities and general public, strengthening capacity of the CSOs and survivors networks for advocacy in transitional justice and provide other types of support to reparations and transitional justice activities. More specifically, the
successful candidates will:
Core Functions / Responsibilities
1. Assist Reparations Team and Administrative Unit in administrative data collection and processing, including data entry in the internal data processing and monitoring systems (portal, budget trackers, timesheets, etc.), in line with internal protocols and SOPs.
2. Assisting Reparations Team and Administrative Unit in organization of travel Reparations Team members, consultants and other persons relevant for the execution of the Reparations Team program.
3. Assisting Reparations Team and Administrative Unit in organization of events and meetings, including coordination of logistical preparations of the meeting venues, on spot support, follow-up actions (e.g. payments, collection of documents) and filing key documents in accordance with filing system.
4. Assist the Reparations Team in other activities related to the preparation and execution of the capacity building activities for Directorate, CSOs and Survivor’s networks for advocacy for transitional justice and increased political representation of minorities.
5. Assist the senior program assistant in the preparation and execution of the outreach campaigns and awareness raising activities for CSOs, activists and Beneficiaries on survivors’ law and other transitional justice mechanism.
6. Assist project staff with informal translation of documents, review translation from English to Arabic and vice versa.
7. Undertake duty travel when necessary.
8. Perform such other duties as may be assigned.
