UNITAD Shares Findings of International Crimes Committed by ISIL (Da’esh) against residents of Tikrit, al‑Dour, al-Alam and al-Dhuluiya (Salah al-Din)

As part of the completion of its activities prior to its closure on 17 September 2024, UNITAD delivered, among others, a report on international crimes committed by ISIL (Da’esh) against residents of four localities in Salah al-Din governorate to the Supreme Judicial Council (SJC) on 26 August 2024. The report and its underlying evidence have been shared in accordance with United Nations Security Council resolution 2379 (2017) and UNITAD’s Terms of Reference, including the informed consent of information providers. 

The report concludes that there are reasonable grounds to believe that, between June 2014 and March 2015, ISIL (Da’esh) committed war crimes and crimes against humanity against the predominantly Sunni population of Tikrit, al‑Dour, al‑Alam and al‑Dhuluiya. In particular, the report finds that there are reasonable grounds to believe that, among others, imprisonment, torture and other inhumane acts, murder and forcible transfer as crimes against humanity were committed against residents of Tikrit, al‑Alam and al‑Dour, while persecution as a crime against humanity was committed against individual residents of Tikrit and al-Dour, and against all residents, predominantly belonging to the al-Jubouri tribe, in al‑Alam and al‑Dhuluiya. The report also finds that there are reasonable grounds to believe that, on or about 14 September 2014, the use of poisonous weapons and/or the use of asphyxiating weapons as war crimes were committed against residents of al-Dhuluiya.

The findings of the report were also presented by UNITAD in a meeting held on 29 August 2024 with the deputy administrative governor of Salah al-Din, the mayors of Tikrit and al‑Alam and other local leaders and dignitaries.
