Empowering Youth in Erbil: The ILO and GIZ Partnership for Entrepreneurship

Erbil, Iraq – 12 August 2025 – On the occasion of International Youth Day, the International Labour Organization (ILO), in partnership with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), visited two ongoing intensive entrepreneurship training programs in Erbil Governorate. These programs "Start and Improve Your Business (SIYB) and Improve Your Business" were implemented under the ILO project "Promoting Employment and Employability among Refugees, IDPs and Host Communities focusing on Women, PWDs, and Youths in Northern Iraq,” with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ) and support from GIZ GmbH.

Held from July 30 to August 15, the SIYB training brought together 132 participants from diverse backgrounds, including refugees, internally displaced persons (IDPs), returnees, persons with disabilities, and individuals from host communities. The program was designed to equip aspiring entrepreneurs with the skills to develop viable business plans and navigate the key steps of launching a business. It also helped existing business owners explore innovative models and overcome operational challenges to improve their performance.

To commemorate International Youth Day on August 12, Maha Kattaa, ILO Iraq Country Coordinator, visited the training venue at the Directorate of Academy of Training of Trainers in Erbil. She met with participants and spoke about the ILO's commitment to supporting youth-led business initiatives, commending the enthusiasm and active participation of all attendees, especially the young and female entrepreneurs.

"This program is more than just a training; it is a launchpad for the next generation of entrepreneurs in Iraq," said Kattaa. "By equipping young people with the tools, knowledge, and confidence to enter the business world, we are making a significant investment in the country’s future."

Luigina Blaich, head of GIZ's Employment Prospects for Socio-economic Integration of Refugees, IDPs and Host Communities in Iraq (EPSI), also joined the session. She highlighted the SIYB program's role in fostering sustainable livelihoods and economic resilience. Mrs. Blaich emphasized the importance of social cohesion fostered by the training, which brought together businesses, including some led by refugees and IDPs. She expressed hope that these new networks would support a collaborative spirit among young entrepreneurs.

As one of the ILO’s key entrepreneurship development tools, the SIYB program promotes economic resilience, self-reliance, and innovation. Through this collaborative initiative, the ILO and GIZ are continuing to strengthen the foundations for inclusive economic growth in Iraq, ensuring that entrepreneurship opportunities are accessible to everyone.
